Support for steering to InterscaleHub #19

Added support for steering to InterscaleHub. The main changes are done on sub-modules

Tests are green in both directions. Mainly,

added support for steering to InterscaleHub and Application Manager
receive local minimum step sizes from simulators by Application Manager, and determine the global minimum step size by Orchestrator
INIT is now an implicit action and so is done by the system

The changes to submodules are already merged while updating them
