Better test database integration in Vagrant #139

When working on the tictec branch, we need sanitised data from the live DB to be available in the Vagrant environment - the sample data isn't good enough.

At the very least we need to have a sensible, documented process for obtaining and loading this data so that its easy and clear for developers and designers. The closer we can integrate this with the Vagrantfile the better.

The code changes for Vagrant are merged. There's also a separate repository containing scripts for generating, refreshing and sanitizing test data and I've updated the wiki with some simple instructions.

Noting that the test data should be refreshed automatically every day at 10am.
