Add a Standing committee #86

This adds a StandingCommittee class to represent the overall conference organisers, as oppose to people who are organising individual years or schedules.

NB: this is based on the sort-order branch.

This is fine, but I wonder if this isn't something that should be extracted out to a separate app and only installed by the FATML theme? Since none of the other sites currently have a standing committee, it's just confusing the admin for them.

Happy to merge it now though and ticket the extraction as a separate thing for the future.
