Migrate to Wagtail - Githubissues

Still very much a WIP, but this demonstrates some of the functionality we can use with Wagtail. It includes:

A homepage with customisable widgets and a space for latest research
New people models and a list page
New research models and a list page

Next steps are:

[ ] Get this into staging to demo to Meredith
[ ] Agree and implement new models / model changes
[ ] Move conference into /events namespace
[x] Move the cms pages to the root namespace (currently hosted at /pages)
[ ] Apply design to templates
[ ] Sort out a manage.py script to set up the initial skeleton / content
