Survey_list with stop information #92

Survey_list and survey events should be the source of stop information as well.

Can also write a function to group to route-level

This should happen in the ebird processing, as everything else is static

include_submissions, need to include if there's missing data and why they're missing or not - all data in Route Runners spreadsheet, 5 with issues
