add documentation to explain how manifests are populated with entityIDs #20

Need to explain auto fill for entity ID. Specifically:

  1. why files are uploaded first, then manifests filled out.
  2. why should use manifests on DCA/what it means to update an existing manifest.
  3. possibly: why previously released/validated data (e.g. filenames) should not be changed.
