SVN does not support automatically including the parent folder of a file when committing a single file. Need to check and commit separately.

As a workaround on E200009
commit all. But this will add extraneous versions of other files, confusing the user.
Need to set working folder for command as filepath (parent), but this will also add any pending files in that dir. (Not an issue, but better to be atomic for non-technical users)
Explicitly inspect/add all parents between wc-root and file.
