Clean up extract data matrix script #11

The extract data matrix script extracts the data matrix and solves the SDP. This is currently prototyping but works when the data matrix is conditioned well enough. We want to clean this up such that all options are configurable via command line arguments. The main functionality should be moved out of the script.
