Broad goal: Re-implement data augmentation pipeline and experimentally determine the benefits (or detriments) of various data augmentation options.

Subgoals

Update Pipfile
Ensure torch-audiomentations dependency works
Bring augmentations.py up to speed.
Shift responsibility of applying augmentations from Trainer to the data loader
Run sweeps to determine the effectiveness or harmfulness of individual augmentations and combinations
