Can't enable antivirus incompatible app or other incompatible [Bug]:

Bug description

after upgrade to 25 version and re enable incompatible app like antivirus and moodle it looks that its working

but after a few minutes the system ask me to upgrade nextcloud once again

Steps to reproduce

upgrade form 24 to 25
enable antivirus app
system ask for upgrade to 25 again

Expected behavior

working forcing enable apps that still work but they have not upgraded the conde to 25

at the end i have forced editing appinfo xml file editing 24 to 25 to work normaly with the theoricaly incompatible modules
