Population of existing care systems

As a user I want the tool to contain my care system So that I can proceed straight to modelling data usage

STPs are known and their members can be found via the NHS England website.

To go live the tool will likely need this information populated.

Consider:

• Who will do the data entry work (Possibly SCW)
• Creating and moving data fixtures for development and deployments
