Limited access on WHO machines to EDAV may be due to token issues rather than VPN restrictions as previously thought. Will need to touch based with @lizkrowlucal evaluate.

@Heaghneyn taking a look at this issue, I think EDAV access is limited to CDC, right? I think we may have already talked about this, but just want to document what we've discussed so far.
