Add installation instructions for RHEL 7 and 8 #38

This hopefully fixes #34 and #37 for regular end users of non-latest RHEL version.

While I did some testing of the installation steps to ensure latest ipcalc, I didn't fully test asn itself. So cross-testing is indeed appreciated.

Based on https://github.com/nitefood/asn/issues/37#issuecomment-1310441161 it should be fine to merge this.
