feat(conventional-commits): add git hooks, config files & release script

This PR adds following:

• Commit message linting which enforces the conventional commit standard.
• Interactive commit message helper which helps formatting based on the conventional commit standard.
• yarn release script which bumps repo version based on commit messages and generates a CHANGELOG file.
• A release section to the README file.
