[x] add automated terraform deployment on aws

I think that for the moment you can revoke most permissions to the TF service account. We will discuss further the opportunity to have a second AWS account for development, fully isolated from the production environment.

EKS is fully deployed with ALB configured, we need now to deploy Amazon SNS topics but we'll likely need other permissions anyway.

The EKS cluster in the production environment can be destroyed together with all associated resources.
