As an Open Data Hub maintainer I would like to have rabbitmq run as a HA cluster #8

Currently rabbitmq runs on a single instance only. Since it constitutes a very central single point of failure, it should be ran as a cluster (as was planned from the start)

[x] Activate clustering/HA
[x] Reconfigure applications to use the cluster
[x] Simulate a failure and verify that HA works
