Install Michigan Imputation Server on TSD #48

It seem straightforward to setup MIS locally on a laptop, but it's more difficult to get it to run on TSD. Some instructions are provided here: https://github.com/neicnordic/Bifrost/blob/master/docs/technicalDocumentation.md but this require specific configuration of a TSD project (i.e. enable Docker, etc).
If it is not too much work, it would be great to have MIS up and running in p33. This is not urgent. Also, if it takes many weeks of work to implement then we probably won't need this.

We evaluated this option - no need to implement it, we will grow our inhouse imputation solution.
