Added comments to csv.rb explaining the purpose behind subclassing CSV and/or FasterCSV depending on Ruby version #5

Hi there.

Thanks for accepting my pull request that added csv.rb earlier this week. I unfortunately pushed that out without necessary documentation and I'd like to submit a few lines of comments covering the purpose of the file.

I attempted to write my comments in a style consistent with those elsewhere in this gem.
