Fire sprite clipped #897

Describe the bug The sprites emitted by place_fire are improperly clipped

To Reproduce Steps to reproduce the behavior:

  1. Boot up NDU
  2. Go to the fire near the stairs
  3. The fire should be visible

Expected behavior The full fire sprite should be visible
