Adding Headless Server RFC based on outcome of sig-network meeting 8/17/2023

One thing that came up was the lack of console interactivity with the headless server. While you will be able to see log output, there won't be a way to enter in console commands (cvars). If that's required, devs would have to run a normal server with a gui

Updated the Disadvantages section to address this point.
