Restructurize admin main page #152

User story: Being an admin I want to navigate to theme editing page from the main page promptly to save time when I need to add or edit a theme.

Suggestion: Restructurize admin panel. Its main page should present a list of available topics (exercies, themes, etc). Current main page (list of exercises) must become the main page for exercise topic.

Not a blocker, we can proceed with #113 independently.

The pain addressed by this issue should read as: "Being an admin I want to navigate to theme editing page from the main page promptly to save time when I need to add or edit a theme".

There is an error: cannot save a new theme.
