User redis to setup an update cycle for Funding Status

Most improvements on this task are to reduce load on airtable, and make data available on local cache.

Requirements:

• [ ] 1. We need to know if the proposals & projects received funding, in order to know if we expect updates from them
• [x] 2. We need to know if individual proposals are in good standing, in progress, incomplete, or completed.
• [x] 3. We need to know if projects (summary of individual proposals) is completed, and in good standing, so it can submit another proposals
