R17 - Add support for new earmark inside of FE #132

For R17, we're going to have a new earmark for 2nd and 3rd time recepients.

We need to make sure that our FE supports this earmark so users can select/apply for it.

Teams that are a part of this earmark, may also choose to apply to CoreTech or other earmarks.
