I reviewed this and expanded on it a bit further. I'm going to close this ticket, and instead improve documentation around this intuition.

Outreach projects may outnumber other project types, and could cause more funding to be assigned than intended Therefore outreach projects can only apply to: newoutreach, outreach, and also receive from general.
