R17 - Support proposal submissions

Challenge:

Especially on the last day, teams face challenges to either send in deliverables or use the portal (often still for the first time) with a legacy-setup (coming from not having used the portal for former proposals and the mother-project-item).

Goal:

Every proposal meeting the requirements is able to successfully submit their proposal.

Bonus: If the same issues/problems are recurring, let's try to ticket the reason behind and update portal when there is time.

DoD:

• [x] The Data Shift couldn't submit a new proposal, though I accepted their deliverables (yet with blank text, minor issue @trizin). Berk fixed the "bug" (as in: my fault), I informed TDS, the proposal is live now:

or perhaps in other documentation => wiki, or previous blog posts https://blog.oceanprotocol.com/how-to-unlock-higher-funding-levels-in-oceandao-7a259524be87

It would be great to improve documentation where possible to clearly state:

1. Create Project
2. Submit Proposal
3. Complete Proposal
4. Access higher funding

Perhaps we can ask the participant Gayatree is onboarding to see how he learned about Seed, and what was confusing about it.
