Problem:

Some functionality such as "Create Proposal" and "Withdraw Proposal", should be dependent on the FundingRound. Add CurrentRound() & logical checks around submissionPeriod, and contextualize the UX/UI so that buttons and functionality are not available once certain periods start.

DoD:

[ ] User is unable to Create or Withdrawal proposals depending on where we are in the FundingRound timeline
[ ] There is at ticket or we have solved how to provide feedback to the user, so they understand that Create and Withdrawal proposals will be getting disabled. I.E. Communicate "Submission Deadline.
