Define a template for when new PR are opened so users can easily follow the same pattern and subdue to

Template should be as:

[x] PR name: Fix #ISSUENUM: + issue title
[x] when you merge a PR into main, your commit message should be: PR name, see above + "(PR #PRNUM)"

Did some research and we can only add a template description to the PR body containing the information on how to setup the PR
