Add phpcs and other PHP checks #1

This adds phpcs, parallel-lint, and minus-x checking in the standard MediaWiki structure of composer.json

Could you check your changes againts the develop branch? On a first glance it seems like that there are some overlapping changes

Oh oops, I didn't even check that there was a leading branch. :) Will do!
