localization documentation #62

Documentation about Tolgee Localization

Should be listed twice. Once under the beginner guide and once under the dev guide. image image

I have no clue if all the formatting makes any sense as I don't know how to test it. So please feel free to take over this PR and adapt it accordingly so it looks and works properly.
