More detailed information about punishment missions #69

Add more detailed information about punishment missions like what triggers them, how often can they be triggered etc.

Punishments are just what happens when invaders select a town for a major attack.

Can't see anything. I guess that was considered out-of-scope.

Ah, there's stuff in the reference section. It's written in terms of differences from 2.5.x though, which isn't appropriate.
