Make META-INF directory before using it; no more noise

You may not agree, but the message about making a directory is irritating to me. Here's a pull request that seems to fix it. I'm an elisp noob so please tell me if there's something wrong with the code.

This is a very good idea. I don't know, sometimes my code is more convoluted than it should be. I'm pondering to set up a CI job, to check the repo with some sample code, but this can go in immediately. Thanks.
