This is one of the proposals that I got written into the 'strategic white paper' from ISO/IEC JTC1/WG11 (ICT aspects of) Smart Cities, which will be presented to JTC1 in November. The idea is for a series of authoritative reports for city leaders describing existing sets of standards that work together, including in GIS and 'management and use of a digital twin of the city'.
Yet to be seen whether JTC1 take any or all of the suggestions forwards, and how. But if they do, I think OGC is well positioned to take a leading role in these two, in conjunction with JTC1.
