API v2 set function instead of V1 MQTT function

Switch from V1 mqtt set queries to V2 api/set queries for devices that support API v2.

• Set amperage http://1.2.3.4/api/set?amp=(6-32)
• Allow/ disallow charging http://1.2.3.4/api/set?alw=(0|1)
