The wording suggests that bulk access is in some way superior to API access. But in a world with increasing broadband capacity, I think that the aim must be to use data where they are. An important dataset from a government agency should not be downloaded by citizens in massive amounts of static, non-updated copies. The information you need should be fetched at the source in realtime, accurate and current.
