Add history paragraph from @mwainwright #108

@mwainwright wrote paragraph about the history of the handbook. Could go here as suggested, but alternatively could be added to the frontpage to catch the attention of people who would otherwise go to a non-English version where I'm assuming this new paragraph will not show up.

I think frontpage is probably better both in terms of subject matter and due to translation stuff. I can get that in if you want ...
