Switch all links for open data and open government data to glossary references

Open data and open government data should link to glossary.

Suggest glossary entries of form:

• Open Data: link to http://opendefinition.org/ and use excerpt from front page.
• Open Government Data: define as government data that is open data (cf open data). Link to http://opengovernmentdata.org/.

This is somewhat inconsistent. Do you want to link to the glossary or to external sites?

If someone did want a glossary definition in an external page, deep linking to Wikipedia would be better option than referencing the root pages of opendefinition.org and opengovernmentdata.org. Neither of those pages provide the expected definition for the two terms.

A good option would be to refer people to the manual's glossary and reference those two sites within the respective glossary entries. This answers readers' question ("what does that actually mean?") and provides a source of further reading if necessary.
