Add specific references for countries' open govt data announcements #26

From /introduction/index.html:

The notion of open data and specifically open government data, information, public or otherwise, which anyone is free to access and re-use for any purpose, has been around for some years. In 2009 open data started to become visible in the mainstream, with various governments (such as the USA, UK, Canada and New Zealand) announcing new initiatives towards opening up their public information.

It would be good to get specific references to these announcements.

Rather than put this in the manual suggest we keep this separate but could reference from the manual. I suggest we could do something simple here with a google spreadsheet / google form (and get open gov wg involved). Let's spec this out and then implement (suggest in a separate ticket).

All I wanted to do here was add a few links to the mentions of USA, UK, Canada and New Zealand. Agree that a bigger thing would be well out of scope.

Sounds good. I guess what I meant was the bigger thing would be a really useful addition and very easy to do (and would yield a cool interactive map ;-) ).

That said I think we do want to freeze content changes, at least for v1.0 -- every change to main manual borks thing for translators. More discussion plus possible solution in #29.
