Improve/finish contributor howto section in wiki #3

Sections for following contribution types:

  1. Contribute a mini-section -> draft in whatever and email or put on google docs
  2. Translate -> need instructions
  3. Editor / Reviewer -> (handle 1 and 2)
  4. Managing Editor -> manage github etc

I've started on this: http://wiki.okfn.org/Open_Data_Manual#Contributing but more work needed.

Have expanded.

Have attempted to avoid bullet points where possible to aid the ability for readers to quickly scan the document.
