Open Data Manual landing page

Plan is for main manual to live at /{lang}/.

In that case we will need a separate main landing page. Tasks:

• Spec out landing page
• Decide where it should live in repo (and how we build with sphinx theme)
• Build it

This may be obsoleted so should talk about this before doing anything.

Now that we have translations this is a relevant again. We need to decide whether we make all language versions equal (which necessitates a bespoke home page) or privilege 'english' by putting at top level (which means we don't). Given the latter is simpler I'm inclined to use it for the time being (though may mean more pain later when we have to sort out redirects ...).

Happy with using English as the default for the time being. I would like to move to a landing page when we get to 3 complete translations.
