Deprecate bin/download.py #44

Seem like this was used for downloading WordPress content. After moving to Sphinx it seems like this thing can be deprecated and/or at least marked as no more useful by comments in the code or otherwise.

@rgrp is it okay to delete the bin subdirectory?

Yes deprecate this. It was needed for initial conversion from markdown.
