@pdurusau good points on both of these. If you felt really bold you could actually correct directly - just visit https://github.com/okfn/opendatahandbook/blob/master/source/how-to-open-up-data/make-data-available.rst and hit fork to edit and then submit a pull request ;-)
But don't worry if you can't -- we'll aim to get this in asap -- and, again, much appreciate the suggestions.
On http://opendatahandbook.org/en/how-to-open-up-data/make-data-available.html, Making Data Available, both the Eurostat statistical service and the District of Columbia OCTO's Data Catalogue are mentioned but without hyperlinks.
Both here and elsewhere, when online sources are mentioned, there should be hyperlinks for those sources.
