Translation infrastructure - Pootle server, etc #8

The project needs a some Pootle infrastructure in order to manage translations.

What about the sphinx translation system (http://sphinx.pocoo.org/latest/intl.html) plus something like transifex.net?

Looks perfect. I would prefer free software, e.g. Launchpad.net, but I've registered an account and created a project. Looks very simple to use.

As we want this owned by okfn user I've created a new project (opendatamanual) with okfn and timClicks as owner. Also needed this so could try out our newly created i18n stuff @tim: you were offline and okfn was not owner ...).

Closing as infrastructure is done.
