Fix in-text reference #82

There is no requirement to create a comprehensive list of your datasets. The main point to bear in mind is whether it is feasible to publish this data at all (whether openly or otherwise) - see the ‘What Data’ section above.

There is no such section named 'What Data'. Maybe there is a better way to reference to certain sections of the handbook that makes it possible to change headlines without loosing the reference. Latex uses labels for that purpose.

@johnjohndoe thanks for bug pointer and we'll fix this. Restructured text does have support for references like LaTex but looks like this got messed up.
