Incorporate Other AMANDA Data #22

It would be very righteous and good to incorporate even more of the city's AMANDA data.

For example, there is this way of getting permit data, which includes data from other departments such operating licenses and code violations: https://www.austintexas.gov/devreview/a_queryfolder_permits.jsp

This would add a lot more geocoding and storage overhead.

And some of the data data is already on the open data portal--e.g. code complaints.

After discussion with @wilsaj it was agreed that we would put this on hold until we've got a nice happy stable setup with our existing construction permit endpoint.
