Closes #24

Add create component flow.

Will display a 'Create Component' button under the local components tree view if no local components are found.
Provides an interface for the user to submit component name, version, provider, and scheme.
The component is created in the current workspace under component-archive.
Adds a Create Component command via the command palette.

I think it would be good if we can add resources, sources and references from this view directly.

Then we have a really nice workflow for creating a component version.

I'm think vscode has a built in file selector?

@phoban01 yes, that is the next step, there is another ticket for that (#25). Would be good to merge this and then I can start on that ticket.
