Add section for MediaConvert service #580

Be great to have a MediaConvert section. I've made a start on a basic Quip doc from the standard template.

I'm not an expert in the service, just ran across this juicy gotcha that I felt I needed to write down before it gets lost in time.

Due to some of the limitations of the service, I ended up not using it so I know very little about the service so probably not the best person to write it. I've got my one tip bit from my research at the time on the link above.
