README: trim down Service Matrix intro paragraph #742

Trim down the intro paragraph to the "Service Matrix" table. Also mention Azure by name.

In order to fix the build replace the link to github.com/SunRun/cfn-reponse-java repo with a link to: https://javalibs.com/artifact/com.sunrun/cfn-response the GitHub repo seems to be gone!?
