Task prioritization and cleanup of task form

What's new

Made task form a little nicer
- Changed location of favorite task button, added icon
- Changed warning time toggle to use a switch (checkboxes were not as appropriate)
Added binary priority selection (requires https://github.com/open-rmf/rmf_ros2/pull/381)
Prioritzed tasks will have a Bolt icon beside the user/scheduled icon
Fix workaround and use labels to indicate if a task was scheduled (instead of using username__scheduled)
Removed unused starting time field

after review UI changes:

[ ] I tried testing edge cases
[ ] I tested the behavior of the components that interact with the backend, with an e2e test
