POV doc on SSSC and DevStack #23

As a ET member, I want to publish a point of view document, so that redhat-externals could read up on what thoth brings in to secure the software supply chain.

Acceptance Criteria

create a small POV doc on what the key features of Thoth are and what existing tooling is available?
