argocd applications to deploy all the required components for BYON feature #37

As a BYON/CNBi developer, I want ArgoCD to manage all the required components in the dev environment so that when I contribute changes they are automatically applied to the environment and become available for testing, demos, etc

Acceptance criteria

The following components should be deployed by ArgoCD to the odh-cl1 cluster, in the opf-jupyterhub-stage namespace:

[x] the BYON development version of the ODH dashboard
[ ] all the tekton pipelines and tasks required
[ ] the CNBi controller

Also:

[ ] a process is in place to make sure the components are updated when devs implement changes to them

Note that these are deployed via the ODH deployment. The BYON dev version of it includes them: https://github.com/operate-first/odh-manifests/tree/34b43f6b2e2fe1195b37709736a89d64c3bf4411/jupyterhub/jupyterhub/overlays/byon

This might be worth a discussion: could / should we decouple these a bit more? but that would be for a separate issue - just noting here that, right now, the deployment of these pipelines goes together with the deployment of jupyterhub via ODH
